Rating of scientific and publication activity of Russian universities

The National Research University Higher School of Economics, together with RIA Novosti in 2010, commissioned by the Public Chamber of the Russian Federation, compiled a rating of the scientific and publication activity of Russian universities.

In total, 474 Russian universities were included in the sample .

Now, according to the rating tables, you can find out which of the Russian universities are active in research and publishing.

When compiling the rating, publicly available data were used. Including – the number of articles and citation index according to the scientific electronic library elibrary.ru , the number of titles of journals of the Higher Attestation Commission published by the university.

The rating of scientific and publication activity is formed on the basis of an integral indicator of the scientific activity of universities, taking into account:

publication activity of the scientific and pedagogical staff of the university;
participation in grants of the largest Russian grantors (Russian Foundation for Basic Research (RFBR), Russian Humanitarian Science Foundation (RHF));
average number of citations per article in the RSCI database;
University publishing.
The compiled rating evaluates quantitative indicators of scientific and publication activity and does not reflect the content of relevant works and their contribution to international science.

All rating tables can be viewed on the HSE website . The site publishes a rating of scientific activity of Medical Universities.

Methodology for calculating the integral indicator of scientific and publication activity

When compiling a rating of scientific and publication activity of universities, the following indicators were used:

P-1. The average annual number of grants of the Russian State Humanitarian Fund for 100 full-time university teachers (data from the Russian State Humanitarian University – 2006-2010, research projects; number of full-time teachers – as of the beginning of the 2009/10 academic year);
P-2. The average annual number of RFBR grants per 100 full-time teachers (RFBR data – 1998-2007, research projects; number of full-time teachers – as of the beginning of the 2009/10 academic year);
P-3. The number of articles in the database of the Russian Science Citation Index per 1 full-time teacher (data from the Scientific Electronic Library elibrary.ru as of September 2010);
P-4. The citation index of articles of scientific and pedagogical workers of the university in the database of the Russian Science Citation Index (calculated according to the data of the Scientific Electronic Library elibrary.ru as of September 2010);
P-5. The number of titles of HAC journals published by the university, as of October 2010 (based on the list of HAC leading periodicals, data from the sites of educational institutions, data from the Elibrary.ru Scientific Electronic Library).
All data on the basis of which the calculations were carried out are in the public domain.

The values of the integral indicator of scientific activity of universities are obtained as the sum of the values of indicators P1-P5 for each university, translated into a ten-point scale. Recalculation of indicators in a ten-point scale is as follows. The value of the j-th indicator for the i-th university is determined by the formula:

where is the normalized (i.e., translated into a ten-point scale) value of the j-th indicator for the i-th university,
is the value of the j-th indicator for the i-th university,
is the maximum value of the j-th indicator.
